Certificate eligibility by rank
Decree 212/2026/ND-CP sets general qualification and experience requirements per rank (Article 33); each practice field adds its own professional experience conditions (Annex II). Since 01/07/2026 only 4 fields issue CCHN: survey, planning, design and supervision (Article 28).
- IRank I — a university degree in a matching discipline plus at least 7 years of professional experience
- IIRank II — a university degree in a matching discipline plus at least 4 years of professional experience
- IIIRank III — a matching professional qualification plus at least 2 years of experience (university degree) or 3 years (college degree)
- Professional experience is counted within the last 10 years — experience older than 10 years only qualifies for a certificate one rank lower (Article 33, Decree 212/2026).
- The certification exam regime was abolished on 01/07/2026 — certificates are now granted on dossier assessment of qualifications and experience (Decree 212/2026/ND-CP); exams previously ran monthly (Decree 175/2024, Article 90).
